Proposal´s principal GOAL: Starting from two points:
1) Detection of potential entrepreneurs. They would be candidates for participation in the program. They would receive technical assessment and support for the elaboration of the business plan and their business model. We would attempt to promote knowledge-based intercultural cooperation and reinforce the links between education, the business world, research, and innovation. Moreover, we would foster the entrepreneurial spirit, supporting the creation of new companies. The discovery of entrepreneurs would be carried out by local action groups, local employment and development agencies, university foundations, business organizations, etc.
2) Transferability of skilled workers trained in business centers (excluding formal training): We would aim to network with businesses in our projected sectors. These businesses would be selected based on our entrepreneurs´ expectations. We would create venues that would promote worker mobility. These meeting places would play the role of worker adaptability centers, being based local professional experiences. The adaptability centers would promote the workers´ adjustment to local cultures and idiosyncrasies; the laws, regulations (on a U.E, national, regional and local level); the language; the social environment (through the promotion of social networks; and use of ICTs. ICTs would allow for a wider diffusion of knowledge and on-line distribution of goods and services. They also reinforce a sound technological base in key areas, permitting quickly-growing small and medium-sized businesses leadership in emerging markets. This, in turn, allows for ICT innovation in all business sectors. By promoting mobility and interculturality in amateur skilled workers, we hope to reinforce results and the international appeal of new technologies, combining excellence, fairness, and the betterment of the current job situation.
3) Skilled workers´ return to their country who would create business activity and, by extension, jobs. We would look for the means and the technical-level necessary to achieve this goal. We would utilize international feedback, allowing entrepreneurs to find a differentiated market niche. This would allow these businesses to become leaders in their specific sector.

PROPOSAL CONTENTS
ISSUES addressed by the proposal: Placement initiative for unemployed persons in other southwestern European countries and their return to Spain as entrepreneurs: In response to the current difficulties in the Spanish job market and the emigration of our skilled workers who look for work outside of our country. These difficulties are due to the fact that skilled workers lack sufficient orientation in Spain. Moreover, they also encounter difficulties, once they arrive to their country of emigration given the lack of support, necessary for their adaptation. For this reason, our goal is to create Worker Adaptability Centers, utilizing the “job placement” formula. These centers, of a comprehensive nature, would go beyond the simple job search and the adaptation of workers in their business centers being extended to the cultural, social and legal spheres. Adaptability is transferible.
We have noticed that potential entrepreneurs experience difficulties applying their innovative ideas, due to lack of resources, overall on an economic and technical level. Furthermore, we have detected that women are especially interested in undertaking business ventures.
Another problem that could occur, in the long-term, would be that the majority of skilled workers would not return to Spain. This issue is not addressed by other international placement programs (i.e. Leonardo da Vinci program). This is where one sees the innovative character of our program and its added value given that it is linked to creating businesses, once these professionals return to Spain.
