Objectivos:
The proposed Project, based on the concept of those of the SmartRural Living Lab and Mini Habitats set into practice by the Municipality of Penela, seeks the creation of a SUDOE network that promotes I+D+I in SME´s in rural territories, acting on strategic sectors such as energy, tourism, forestry, biodiversity, health, and others that are of particular relevance for territories of low density and high natural resource values, such as the one from Penela and may others across the SUDOE space. The project idea is to gather in each of the SUDOE territories a set of actors that foster innovation and competiveness, taking into account the underlying objectives of the Smart Rural Living Lab, which has recently been integrated in the European Network of Living Labs. The project will focus on the overall objective of establishing minimum infrastructures to set up the network, having for coordinating centre the HIESE – Habitat for Innovation and Entrepreneurism in Strategic Sectors (to establish in Penela), which will head a set of training, networking and dissemination practices. In parallel, Project partners are though to establish on their own territories a set of Mini-Habitats and promote identical works, through the adaptation of existing buildings to the mini-incubator concept underlying a Mini-Habitat. Overall, the project seeks to develop and foster communication and networking among the several project partners through the establishment of network which will work on a continuous basis through the use of information technologies and the internet, allowing the partners and their “incubated” SME´s to have access to guidelines, technical materials, training and specialized consultancy, as well as to access to “idea contests” of local and international dimension that foster access to the creation of innovative businesses in rural and less populated areas. Each partner is expected to contribute to the network by the establishment of a local partnership that involves innovation or scientific bodies, public administration and/or local associations of SME´s or rural development associations.  
Resumo:
Apart from smaller investments on the creation of the local infrastructures (MiniHabitats), partners are expected to contribute to the other axis of the “immaterial” network, which currently include: On the training side, • the establishment of a transnational training programme related to entrepreneurism and innovation in the strategic sectors, coordinated by a Portuguese partner but willing to accept either students from the partner territories and/or the implementation of identical programmes with the support of local training entities (including translation of course material and adaptation to the local universe); • development and implementation of an entrepreneurism program for high school kids with local schools, allowing for a stimulus on local entrepreneurism and creation of new businesses/ideas; On the networking side, • Development and establishment of an internet base “intranet” that allow partners to exchange relevant information for the success of the network (including technical documentation form the above courses, “ideas data base”, funding access information and specialized consultancy support, ….). The idea is that each partner installs and maintains/contributes to this networking services, including its material aspects, apart from contributing to the overall development and implementation; • Development and maintenance of a project public access internet portal, with less information but allowing for dissemination of project activitities. On the dissemination side, • Marketing and Communication Program for the overall network, including the eventual creation of a proper brand/seal and criteria for its attribution to businesses that comply with the concepts/ideas of the network; • Organization of local and transnational “ideas contexts” allowing for the selection and first years incubation of new businesses with innovative and competitive objectives in the strategic sectors; • Organization of network “Thematic Workshops” for exchanging ideas and good practices as well as for public dissemination, with presentation of project developments and results • Organization of Annual Event of larger dimension (at least one in each country), linked to the project´s best practices – Entrepreneurism Fair – with participation of firms from each of the territories; • Media dissemination events, including invitations of journalists to visit the territories • Publicity Ideas that are not encompassed on the above but which con tribute as well to the networks objectives are welcome. Partners Profile: Former experience on transnational or European related projects is an add on Territory based on rural economies with potential for installation of innovative PME´s linked to sectors such as energy, tourism, biodiversity, forestry, health and others that are locally relevant; Preferably headed by a public administration but gathering from start, if possible, interest and/or partnership from a university/research institution or training body as well as from some kind of association gathering private SME´s Willing to have, on the local partnership, a maximum budget of 500.000 € to 750.000 € budget and to contribute with an expected budget of about 150.000 € to the common works (taking into account a 75% cofinancing rate).
