Objectivos:: To foster transnational cooperation among actors of the RIS at the SUDOE area for improving their respective socioeconomic structures through the transnational learning and the conversion of traditional industries towards knowledge-based industries. Goal 1. To improve the transnational linkages for the articulation of RIS at the SUDOE area. Goal 2. To diversify the productive structure of the SUDOE area towards knowledge-based industries. Goal 3. To generate highly qualified employment that allows adding value and absorptive capacity at traditional industries.
Resumo:: Most regions at the SUDOE area are characterized by the preeminence of traditional sectors and their convergence towards a common set of problems. Among them, we highlight the following ones, which will be addressed in this project: high unemployment rates and closing of many companies, limited cooperation in research and development activities and innovation projects; diversity of small-sized firms with low internationalization, low entrepreneurial culture, excessive specialization in labor intensive and low value added industries as well as a low capacity to translate research and development investments into socially useful innovations. All these problems are shared by most of regional innovation systems at SUDOE areas, which are characterized by having a weak and disarticulated structure. Therefore, this project aims to build the foundations for an adequate stimulation of regional innovation systems, the promotion of transnational cooperation projects and the improvement of the socioeconomic structure by converting traditional sectors into emerging high value added sectors.
